Declan is a Principal Consultant with Northstar and an environmental practitioner with over 16 years of experience in air quality impact assessment. He has successfully managed and delivered consultancy services in ambient air quality, dust and odour monitoring, and dispersion modelling across various development sectors, including road infrastructure, renewable energy, commercial, residential, and mixed-use developments. Declan’s expertise encompasses projects in NSW and QLD, as well as internationally in the UK and the Republic of Ireland, ensuring compliance with local environmental regulations and standards.

Declan has extensive consultancy experience in preparing and managing air quality impact assessments for tailored planning applications and projects requiring Environmental Protection Licenses and Permits.  Declan is proficient in using international recognised dispersion modelling packages such as AERMOD, ADMS, and ADMS-Roads.
